"Bringing them back to Russia poses challenges if Putin seeks to eliminate the Wagner threat." Wagner forces may be withdrawing because Belarusian President Alexander Lukashenko refused to finance the group after Russia declined funding, said the ISW, citing a Russian insider. It added speculations about defence minister Sergei Shoigu taking over Russian military operations in Africa from Wagner are "angering Wagner personnel". "Wagner-affiliated sources claimed that the main Wagner forces will 'activate' at the end of August but did not elaborate," said the ISW. Vladimir Putin has "failed to decisively resolve" the fallout of Wagner's June rebellion, it said. Rumours are circulating that Wagner forces are moving back to Russia from Belarus and are expecting new commands imminently, the ISW said. The deal which stopped Wagner's march to topple military leaders in Moscow is likely falling apart, according to a US think tank.
